ORA-01994: GRANT failed: cannot add users to public password file
This error occurs on granting sysoper permission to a user
In the initialization parameter file of your database.initSID.ora add this line and then restart the database.
REMOTE_LOGIN_PASSWORDFILE = EXCLUSIVE
